Design checks and stability and hydrostatic studies were conducted by Robert B. Harris, Naval Architect, Vancouver. Design standards are equivalent to American Bureau of Shipping. Integral welded hull, bulkheads, and decks are steel. Pilothouse and mast are aluminum.
She was built without certification by Coastal Missions Society and by persons hired or contracted under supervision by Coastal Missions. The hull was fabricated at Jenkins Marine, Victoria. Pilothouse was built by Joshua Enterprise in Calgary. Many fabrications and various constructions were done at the Coastal Missions base in Chemainus. Final assembly was at Victoria. Completed ship was launched at Esquimalt Department of National Defense facilities September 10, 1998. She was commissioned into missionary service April 3, 1999.
The vessel operates under the Constitution of the Coastal Missions Society, a Limited Corporate Society in British Columbia, a Charity in Canada (and recognized as a Charity for tax purposes in the U.S.) since 1980. The Coastal Messenger is crewed by persons engaged in scheduled Christian outreach ministry. This ship does not carry passengers or freight for hire or otherwise. She is not leased, hired, or chartered. Her activities are fully charitable and entirely non-commercial.
